I’m sure it could have performed the transfer with whatever version of iOS the new phone had from the factory.

If Apple had a choice, I think they should have left the update step out of the whole phone setup/data transfer process. Once your device reboots, you can check if the iOS 15/14 update gets stuck on Download and Install again or not. With my second attempt, I saw more setup steps as I mentioned before and I again made it to the Software Update screen on the new phone. I finally gave up on the first attempt and chose to Start Over. I got a spinning thing and it sat like that for over three hours. I thought it was strange that it was going to update the iOS when I thought it was busy transferring my data, but I went ahead and chose download and install thinking maybe it needed the later iOS to proceed. With the first attempt, the new phone got to a Software Update screen. Not sure why it was different the second time. Some one tells me its because I changed my hardware, or its drivers.
However, when it turns to the phone activation step, MS phone system tell me its not a valid number.

After I install a trial version of Office 2013 and use the Microsoft Fixit to uninstall it, the previous ISO finally give me a green light to install it again.
